Almost all the modern day standard atx power supplies come with a 120mm fan that is mounted on the top bottom side.

This fan works as an intake fan for the psu that sucks in air and blows it on the components inside the psu where then it exits from the rear vents of the power supply.
When intel designed the atx form factor the power supply fan was designated as the primary case fan.
The 200r is a solid budget case and it s got the bottom mounted power supply with the fan filter at the bottom so it can have it s own intake too.
When it comes to top mounted i m sure there will be cable management problems with managing the 8 pin cpu header so it looks neat but aside from that as long as the case doesn t suck it should be okay.

Just find a piece of solid material that will act as a barrier and place it between the carpet and your case.

But if you don t have the computer on a carpet the bottom mount issue there is gone.
If your case is resting on carpet consider placing it on a hard flat surface instead.
